The RUSSELL 2000 Small-Cap index has finally broken out. The index was stuck in a range for 8-months. 8-months of sideways action, while its big brothers $SPY and $QQQ were marching higher. Hopefully, this breakout brings more opportunities for individual stocks. While the SP500 has inched higher all year, it has done so without many stocks participating.
